dota 2 on gt 630 can't even play on all low/off help !

i turned everything LOW/OFF and i still get crap fps gt 630 2GB GPU
others i3 2120
8GB 1333
HHD 1TB
PSU 400W

I do not play DOTA, but if I recall correctly it is a quite CPU intensive game. That i3 might not be pulling it's weight. The other thing is that the 630 is barley more powerful than integrated, so it isn't much of a step up.

Check for any process hogs and check for any malware beyond that you can turn off hyper threading then force the turbo clocks with throttle stop. Think of it as overclocking by taking advantage of available multipliers which will boost performance. The GT630 is a Fermi weakling and a low end card that can't even compete with a 8800gt.

Hyper threading often hurts performance in non threaded tasks and floating point performance takes a small hit with it on.
