could an internal or external HDD be used as NAS (Network Attached Storage) and HOW? Basically I wanna be able to access my stuff from the net from anywhere, any pc or whatever device.., so can't I use my hdd on my pc or my external hdd as a server and access it via an ftp or sth like that? How to Setup an FTP Server in Windows using IIS (Internet Information Services)?

Most routers have this function nowadays. You connect a usb hdd or a flash drive to it and set up the router as the ftp or web server. To do it on your PC might be not the best idea. It has to be always on, needs port forwardings, creae security issues and so on.
