Shorting PSU to manually start and test doesn't work

I'm trying to test my PSU after my motherboard quit. I can't get my PSU to turn on manually by shorting pins 15 and 16. If I have the power connector plugged into the motherboard, the PSU starts up fine (or at least the fan spins). Why doesn't shorting it work?

just to double check, your shorting a green wire with a black one right?

And yes, it's a green wire to a black one.

It's a very poor quality supply.

It may be a poor unit, but it's what I have to work with at the moment.

are you sure the psu is not on? it could be the fan doesn't spin because there is no load connected to it.

I'm fairly certain. When I test the pins my voltmeter does not show any voltage.
