Windows 8.1 Not Recognized, and RAM Issues

I just finished putting together my gaming pc. I boot it, enter the bios, and only 4 gb of RAM are recognized out of the 8 I installed. I tried the RAM in different slots, and only put one of each stick in. Each RAM stick is recognized. Also, when I get the "Insert Boot Device and Press a Key" screen, I put Windows 8.1 in, press a key, and nothing happens. My brother has the exact same pc as mine, and never had these problems. Here are pc specs:
MOBO: M5A97 LE R2.0
CASE: NZXT PHANTOM 410
CPU: AMD FX 6300
GPU: HIS ICEQ HD 7870 GHZ EDITION
PSU: XFX PRO550W
WIFI: TP LINK WN
HDD: SEAGATE BARRACUDA 1TB 7200RPM
DVD DRIVE: ASUS 16x DVD DRIVE
OS: WINDOWS 8.1 64 BIT

By the way, this is also after I got a repaired motherboard back from ASUS after the fan connectors werent working. They work fine now.

Change your boot order to DVD first
Put the DVD in the drive
Power up

See what happens.

It should say "Press any key to boot from CD/DVD..."
I did this just last night.

Open the case, and physically verify all the cable connections.

Yes, I saw the "Press any key" screen, pressed a key, and nothing happens. it just showed a flashing cursor, and then it said Press any key again. I actually checked all connections before I posted this.

I would then think your Win 8.1 DVD is not a valid boot disk. Where did you get it?

hmmm....
Given a valid retail DVD
Given a working DVD drive
Given everything is properly connected
Given DVD is first and/or only in the BIOS boot sequence

This is tricky.

It is also interesting that this happens after a motherboard RMA, and this never happened with my brother at any time.
