cooling fans only run at idle speed

I have a two year old custom pc I built that lately is having issues. when I play games the fans and cooling would kick up but now thye just run at idle. I did smell a slight burn scent coming from the power supply. Need help with this. Weather it be software or hardware.

Specs:
intel core i5 2500k
asus saber p67
12 gigs corsair and ballistix mem
128 gb ssd
evga nvidia 560ti
cooler master 650 w psu

Get MSI Afterburner and you can change the GPU fan speed and watch temps, how do you know the PSU was the burning smell? And I would of personally of gone with a better PSU like a Seasonic, Corsair, XFX

psu came with the parts package. I was going to change it out soon anyways. ill try that and get afterburner

didnt change pus yet but I noticed the smell went away. Everything seems normal only theres no reaction to a load on the gpu or cpu.

Just used the intel diagnostic tool and my cpu passed. Its running at 35-40 c. so it could be mostly the gpu. I'll test it next

Gpu was very hot after stress test and benchmark. Scores were good but the gpu fan just wouldn't speed up. Made it very hot. and now cpu is at 60C on start up, Problems!!!
