Is the PCI-E support on the LGA 775 (Q45 chipset) effected by the CPU you're using?

Is the PCI-E support on the LGA 775 platform (Q45 chipset) effected by the CPU you're using or is the PCI-E 2.0 support handled by the chipset?

Or in other words - Will I still have PCI-E 2.0 running an older 65nm chip even though the chipset and PCI-E 2.0 was intruduced when the new 45nm CPUs were being sold.

Maybe I'm confused because the newer LGA 1155 22nm CPUs have the hardware for PCI-E 3.0 and a whole bunch of other features Inside the CPU itself.

Do a favor for yourself, put your GPU on it! it doesn't matter what PCI-E version the mobo has or the CPU has, it just doesn't matter! PCI-E is backwards compatible and even if the processor only has PCI-e 1.0 capabilities it will run even PCI-E 3.0 cards.
