It will normally hover around 10, which is find since i pay for 15 and the other 5 is being used by family members. But it will frequently drop to 1 and below with ping spikes which I just do not understand. I have tried QoS my device to fix this but to no avail.

I don't recall when or where but I thought I read once that powerline network connections can be impacted by something else that draws high current. I would suggest when you notice your drops and spikes see what else is drawing power around that time since it could be just about anything that's plugged in.

As mentioned previously, PowerLine is sensitive to other electrical pulls around the same circuit infrastructure.
It would likely be a process of elimination to see what device or devices may potentially be causing issues.
