Windows 7 Install not working HELP

Burned windows 7 iso to a dvd drive and put the DVD drive in my computer and get this error.

My computer is running windows 8.1
I booted the disc while at my computers desktop, should I have booted it from CD drive via bios instead of leaving my pc on?
And yes, it's a legal copy of windows 7. It has done this on 2 different discs, and I have restarted the installation multiple times. This error appears in less than 5 min every time I click install.

oh, forgot to mention that I have installed windows 7 before not too long ago with this exact CD.
edit: Also forgot to mention that when I installed windwos 7 with this disc before I was running windows 8, not 8.1 just 8.

Hi,
You need to change the order of your BIOs's boot order firstly then you need to insert the disc into the cd drive and then restart the computer...it should boot from the disk. Hope this answered your question
