Random volume decrease for web browsers

Here's my problem: I fried my audio chip on my Asus motherboard so I route audio through HDMI on my GeForce 460v2 to my monitor. I'm running windows 8.1 Well, just recently the audio Pandora and YouTube will randomly decrease to about 10% of the original. This decrease is shown in the volume mixer and is easily corrected by just moving the slider back up. It happens in both IE11 and the most recent Chrome. It will only trigger when the window is not in focus and hasn't happened with any other programs. I have the latest video drivers. Any suggestions? Thanks in advance!

Found out the problem, it was Steam for some reason. Maybe Steam wishes to quiet all background sounds to highlight a game, seems kinda needless but whatever. The problem consistently occurs when using the xbox music windows 8.1 app and it goes to background. I then found this thread:

which provided the answer. Not sure if there's a setting or reg value to disable this without needing to close steam.
