Decent (back in the day) i7 920 build lagging like hell on light gaming/tasks

So I have:
i7 920
GTX 260 core 216 (on new 331.82 driver)
6gb 1600 ram

I recently moved my mobo, and the parts listed above to my new home and put it in a new case. Added a ssd and have a fresh install of windows 7 there. Temps are fine (all 30-40C) and stay low.

I ran fraps on Dota 2 and bioshock 1 (which I looked at benchmarks for and should be avging ~90)... and here's the results

Frames: 845 - Time: 40468ms - Avg: 20.881 - Min: 5 - Max: 88

Frames: 1061 - Time: 62781ms - Avg: 16.900 - Min: 11 - Max: 26
2014-01-06 19:32:21 - bioshock
Frames: 689 - Time: 60000ms - Avg: 11.483 - Min: 3 - Max: 31

I do get 60 fps on ss4ae so it doesn't seem to be all games, granted that game is basically 2d

What the Heck. My computer isn't THAT bad. In bioshock, It seems like looking around most directions gives low fps (even if i look directly into a wall), but some random views will get 90. Not sure whats going on.

I also notice dragging boxes on windows desktop in quick succession (starcraft style) is sort of slow and not responsive. Not really sure how to google this lol

I can't really figure out what's causing my woes, anyone have any ideas? Is this new driver actually crap for a gtx 260? It's whats currently recommended on the site though...
UPDATE: tried old 2009 drivers, no dice..

UPDATE2: Tried running unigine heaven on high 1920x1080 no AA and had avg like 7 fps... score of 140. I'm getting the feeling my GPU is messed up going to try reseating it to see if that helps at all : ( Was planning on getting a 770 at some point.. although I'm not entirely sure it's my GPU that's bad.

Just ran it the cpu is stock as well as the gpu.

Looks as though something might be holding back your gpu. Your cpu is better than mine so its defenitely not cpu. I had AA off.

I'm pretty sure it was. None of the games i have now are the same as before, but taking bioshock 1 as an example. It was a game that came out a long time ago, and the gtx 260 is supposedly supposed to run it flawlessly. Also, just looking at the unigine benchmark, it seems way to low.

I also remember playing bl2 and some other games with no fps problem before moving.

My gpu hit around 50c with the fancurve I had, and was running at 626, 1053 so it wasn't downclocking or anything

Hm, thanks.

I really hope it's not my pci-e slot, although it doesn't really seem like it should be that. I did rough handle the gpu a bit while moving (it was inside carry-on luggage), but it's strange to me that only some aspects of it seem to be held back (mainly 3d stuff from what i've seen so far).

I'll keep poking around I guess.. and hopefully will find a fix

I know you've probably done it already, but might be worth a shot to completely uninstall the Nvidia Driver, and do a fresh install. Try this uninstaller it will completely remove the older driver, I've been using it on both my computers for 4 months, basically since release almost. And make sure that both pcie cables from the psu are plugged into the graphics card. 260 uses 2x6pin.
