Internet totally stops in cold weather

When temperatures around here go below zero the internet TOTALLY dies. I call comcast and they say that the modem is offline on their side, and when I look at upstream it shows ALOT of T3 timeouts, if that means anything. Could it be like a transformer that just stops working? I have a ubee 3.0 modem from comcast and the US light is blinking steadily. DS light solid, ready light off (but occasionally comes on for a second or two) and ethernet statically blinking. Doesnt come back on till around 12 in the morning or whenever it gets warmer. I have someone coming tomorrow but I want to know if its something that I could probably fix myself.
 
Solution
I agree with kewlx25. I had the same problem except my internet died when it rained. Some of the insulation on the outside wiring had gone bad. My ISP replaced the outside wiring for free.
