Unable to boot when connecting display to GPU

Hi I'm a first time builder and I've got an issue with my GPU. Its a Gigabyte HD7950, and whenver I connect my HDMI cable to it and turn on my PC all I get is a black screen with '99' in the bottom right corner. Also, When I connect the HDMI cable directly to the motherboard nothing shows up, but instead I hear a series of short beeps.
Does anyone know what could be the issue? Is it possible that the PCIE lane is defective?

Here's my setup so far:
2600k
8gb Corsair Vengeance
Stock Intel Cooler
MSI Z77 MPower
Seasonic SS660WXP2
Asus 24X DVD Burner
(No HDD or SSD or OS yet becasue I'm broke atm haha, but I plan to get them in a couple months)

BTW I was able to get into the BIOS when I connected the HDMI cable to the motherboard without the GPU installed.

I just did it only to see if my CPU and motherboard (And everything else I have so far) worked fine. CPU was pre-owned and bought on eBay and motherboard was on sale for under $100 at Frys but was an open-box return.

I know that but atm I'm trying to figure out if my PCIE lane is the issue or my GPU.

Now the Debug LED is simply showing '99', but whenever I turn on my PC it shows '62' or 'b2', and then it would go straight to '99'.
Still now image, just a black screen and '99' in the bottom right corner.
I've tried turning on my PC with and without the GPU installed, and its still a black screen with '99' in the bottom right corner.
Looked in the manual for my mobo and it said something about the display connection for '99'.
I'm connecting my PC to my T.V. btw.

I've taken out the motherboard and inspected both the CPU and the socket, and both look fine.
I placed them all back in and only connected the power cables (24 and 8 pin).
GPU was not installed, and front head connectors and dvd bruner were also disconnected.

Still no image, just a black screen with '99' in the bottom right corner, again.

I will try to connect my PC to a monitor this afternoon once I get a dvi-d cable. Hopefully the issue has to do with what I'm connecting it to and not the motherboard itself.
