Can an overclockable CPU overclock automatically?

Hi folks,
I wish to know if an overclockable CPU can overclock automatically.

Example, if I built a "Hackintosh" using an Intel Core i7-4770K, how would I stop it from overclocking?

I am assuming that the CPU will not go above the basic clock rate, unless you set it to do so... is this correct?

Correct. Just because you have a processor that can overclock, doesn't mean it will on its own. It simply gives you the option to. It will, however, turbo to 3.9GHz under load, but every processor has some sort of turbo functionality which will happen automatically. It can be turned off in the BIOS if you don't want it to do that.
