Yes, Adobe Master Collection CS6 runs well on Windows 7 Home Premium x64. It helps if you have a small SSD as a scratch drive, I use an old 80GB Intel X25M, but even a 60/64GB SSD will speed it up.
edit: I run it on three machines that have Home Premium x64 with SP1, the various components run fine but they run a lot better on the faster machines with more memory of course.
