DirectX Hardware Support?

When I look in to my games, I can see that my DirectX hardware level is 9.0 Which is good, but when I play in servers, my FPS drops after a while. Could it be that DirectX 9.0 is rendering objects that my cheap little integrated Card can't handle? I read an article saying the lower your Dx Level the worse the frame frame rate. He said this because "it renders objects to slowly causing frame rate drop".

My Dx Version is 11 (dunno how) so please someone help me on this.
 
Hi..

What's your computer specs, what games you try to play.. you know the basics..
I don't think direct x is causing any trouble unless it has problems (file corruption, bad installation) If some games work ok but others won't, it means the problems is elsewhere.

My Specs are in my profile (I believe). It's just that I don't have enough money for upgrades at the current moment and I want to make this laptop last as long as possible. I really do try with this thing though. Also, I recently did a factory reset on my laptop due to a rootkit virus being a bisch to remove. I've noticed a increase of CPU and RAM even when I'm not doing absolutely nothing. I have 4GB of RAM and 2.36GB is being used up. I'm not sure if that's window working my hardware or what but if it is windows is there a way I can lower the use of RAM? Before I did a factory reset, I would sit at my desktop with 993MB of RAM being used and 5% of CPU used MAX.
