Extremely low FPS on Battlefield 4 with High end PC

So i builded my pc like 2 months ago and i got battlefield 4 for it. Which runs with extremely low fps on any setting.

my specs are:
GPU: AMD Radeon 7 HD Club Radeon Royal Ace 7970 3GB GDDR5
CPU: AMD FX 9370 4.4GHz 8 core
RAM: 16GB
Motherboard: ASrock 990FX extreme 9
Monitor: BenQ RL 2450
Windows 8.1 Pro 64 bit

I have friends with lower specs pcs and run bf4 on high with 70-80 fps when i run it from 20-50 most of the time...
I don't know what to do and I actually am pretty sad about it.

If someone can help me with this problem that would be great.

Do you have the latest AMD Driver installed?

if you mean for catalyst yes i do but amd chipset drivers aren't out for windows 8.1 64 bit

Have you tried updating your motherboard BIOS, and a clean reinstallation of the GPU drivers?

not yet but i also wont really now how to get the full software and cleaning of both :(

And clean install just means uninstall then reinstall your driver, and I think the AMD driver installation even gives you that option.
