GPU error help!

So my GPU is a GeForce GTX 770 4096 MB and it is supposed to run at a clock speed of 1046MHz and it is running currently running at 136MHz and is saying it only has 2012 MB instead of 4096MB
Anyone who knows more about GPU's help me please
