Computer fans and LEDs stay on after shutdown

Good afternoon all. I've been fighting with my computer for a while now. issue after issue. Now, it seems to work fine except for one thing.

When I shut down my computer the fans and LEDs stay on. The monitor shuts off and the computer appears to be off, but the tower looks and sounds like its on.

I can't figure out how to get them to shut off!

See if there is an option in the BIOS for power management. If that doesn't work, reset the BIOS.

Edit: What operating system do you have? If you have Windows 7, Control Panel - System and Security - Power Options.
