i came up with this cheap build and according to simulators this will run most current games on high but not ultra at around 38-65 fps ... any thoughts?

I'd agree with the cup/mobo swap, graphics card will surely be better/on par with the other, but for price i'd honestly say go with the original gpu. Those cards swap blows and I think 7950 wins most times, the r9 270x is like the 7780 of the new generation.
the r9 270 (not r9 270x) is roughly the same performance as the 7850 from what ive read. and the 430w psu leaves no headroom nor upgrade-ability. unless im mistaken

OP had the 7850 not the 7950. The R9 270X>7870>7850
Well, first off price wise if on budget get the 7850 over 270x. it goes 280x>7870>270=7850>7790>7770
I say 270=7850 because clock speeds are higher on one, memory on the other, cooling is brand specific 7850 overclocks way better. So for $30 id go 7850 anyday
according to my reading that mobo can OC but its not suggested. most likely ill end up giving this pc to my son in about a year with no OC and building a proper gaming pc. but for now i figure this will do. we play mostly WoW, Rift, CoD, Borderlands, and farcry 3.
YEs, technically that board can overclock but it definitely shouldn't. It has very poor power phases and even a small overclock will overheat the VRMs and cause freezes and crashes.

that was my reasoning for not OC'ing right away until i either upgrade the mobo (probably when the new fx successor drops or upgrade to i5 platform), or when i give this to my 10 year old son and build a new true gaming rig. this one should do fine even with no OC.
No offense, but most of those comparisons are reference 7870 vs a overclocked 270 (factory overclocked but all the same). Plus the 7870 has far better overclocking potential than the 270. And the difference between the reference 7870 and overclocked 270 is still single digit fps. Not much of a win, seeing as how the 7870 is cheaper, and theoretically the same card with boosted memory speeds?
