Is it necessary to purchase thermal paste when building a new PC? No. Stock heat sinks come with the thermal paste already applied and it appears that many (if not all) third party coolers include thermal paste as well.
Is it a good idea to purchase thermal paste when building a new PC? Yes. Unless the third party cooler includes a tube (as the EVO apparently does), it's always a good idea to have spare thermal paste available on the off chance you need to remove the heat sink after it's already been in contact with the CPU.
Necessary? No. Good Idea? Yes.
