Replaced fried motherboard with exact model; system won't boot

Best Buy wouldn't fix after capacitor fried the old board. Ordered a replacement board online from Spare Parts Warehouse and installed it. Powers up, all 3 fans work, optical drive lights up. Mouse light on, but no power to keyboard. Monitor on but black. Power supply seems good. RAM sticks all good. Connections on board good. Changed battery just in case. Not sure if hard drive is being detected so downloaded motherboard driver (using a different computer) to flash drive and want to try to install it using USB port, but board won't read that port either. Not sure where to go from here.
 
Solution
Dead board, or CPU. Check your CPU in a known good motherboard if you can. If no POST in the new MB, your CPU fried when the motherboard went. I really hate when that happens.
