Trouble Booting Windows 7 From USB

So I recently put together this PC:

I'm having trouble installing the OS. I got Windows 7 Pro from Dreamspark (iso) and used Windows 7 USB/DVD Download Tool to make a bootable usb. The USB I'm using is an ativia 4gb usb flash drive (2.0). I can get into my BIOS and from the BIOS Features tab and set the usb as option 1 from the Hard Drive BBS properties, but when I save the options and reboot I get the black screen with ".... insert bootable drive ...." text.

I should note that I am using the hard drive from my old computer in this new build. I'm not sure if that has something to do with the issue. It is a SATA PM: Hitachi HDS720175CLA. I set the hard drive to boot uption 2.

Anyone able to help me through this? Thanks in advance.

Ok, doing the same thing a second time worked, but now I'm wondering how I should go about keeping the important programs and data from my old hard drive. There is an upgrade and custom (clean) install option. Will either of these accomplish what I'm looking for. Even if upgrade works for now and I can backup/change things later to prevent problems I won't mind.
