Advice please on streaming/gaming rig

First off, I haven't been to this site in years and am so impressed at how it's progressed! Great job everyone on the "Tom's Team."

I also haven't built a gaming rig (or even looked at components) for almost five years and am unfamiliar with today's pc abilities. What I want to build is something that can smoothly stream HD internet video to a typical 1080p lcd tv while simultaneously running modern games on a separate monitor. Hopefully some of you awesome readers have something similar going on in your homes. I've been researching components and their benchmarks for a couple days but really need to know how streaming HD video in the background will affect my performance.

If possible on one lone system, I'd like to follow these guidelines:
1-The ability to run 90% of games on max settings with exceptional fps, even with the tv streaming HD in the background.
2-On principal, I'd prefer to have only one video card rather than run SLI/CF. If it's needed to achieve my goals then I'll do it, but I despise that design/marketing tactic and would like to avoid the extra heat as well. I still only use one roll of toilet paper at a time...
3-No water-cooling and no video cards with high TDP without an aftermarket cooler.
4-My current monitor is a 27" Samsung that runs 1920x1080 which is fine for me now. 2560x1440 would be great but I don't feel the "need" yet.
5-I'd like to stay around $2,000. Less would be awesome but can push that budget up quite a bit if the benefits outweigh the costs. Looking for the case and everything that goes in it and hoping to not upgrade for 4-5 years.

Could you possibly guess how much of a fps hit I would take while gaming and streaming HD 1080p at the same time? For example, with your recommendations I'd expect to see BF4 around 60 fps without overclocking by itself... now if I was feeding the tv HD also at the same time, what could I expect? Even though almost everyone is on an i5 or i7 these days, could a 8 core Vishera possibly perform better under this unique circumstance?

I'd say you'd get probably over 60 FPS with a 780ti and i7. It'll drop by a few FPS with your TV but if you're not recording you should be ok. I'd still recommend an i7 over an 8 core vishera because unless you're doing a multi-threaded task the i7 is much, much better.
