My fans don't stop running and appears CPU does not shut down

So I built a computer a month and a half ago and thought everything was great! Suddenly this week my computer suddenly shut down and reloaded with an error message stating "power supply surge detected during the previous power on. ASUS Anti-Surge was triggered....etc.". I read up on these threads and decided to reset my bios to default and it seemed ok for a day.

The next day I found my computer shut down instead of in hibernation. When i rebooted it shut back down again instantly. I thought maybe my MB was failing so I decided to start removing loads one at a time like fans and the neon light. I started with the cathode tube light and it turned on fine so I thought maybe that was the source of all my troubles. .....until I shut my computer off through Windows 7

I found that when I shut down the monitor shuts off, but the case fans and LED light on the MB stay on. The only way to reactivate is to hold the case power button down and wait for the computer to shut down. I also found that when I restart throwugh Windows the entire system shuts down and restarts. ....HMMM?

I have checked all plugs and everything appears plugged in and matching the manual
I have reloaded bios to default settings
Please help me find root problem
