What does the temp target means in vega precision x?

When I over clocked my gtx770 everything was for at all, then I downloaded the precision x software

What does the temp target mean??

Its a target temperature that you can aim for so say for example i want my card to run at 70 degrees the card will down clock or lower the voltage to run at that set temperature
