Motherboard not booting. [MSI FM2-A75MA-P33, and Athlon 750k]

My brother replaced my heat sink fan and now my computer is not working. When plugged into a monitor the fan powers up but no boot image or bios menu. It's just a black screen. Through a hdmi it's a black screen and through a dive it has a 99 in the bottom right Conner. Need help fast because it has all my college work on.

He said he dropped the CPU before but then made the pins straight again and it worked. It's only this time that it is not. Sadly I cannot fix my own PC because I have a broken wrist. Is that the problem?
