Loss of broadband speed

I have my desktop connected with a wired connection (powerline adaptor). The router downstairs when connected directly gives out around 80-90Mb/s however up here I only get 30-40. Is this down to the powerline adaptor Im using or is it the motherboard adapter. The adaptor is a TP-LINK 200Mb/s.

Just wondering as I have the option to move the router up the three floors however it will cost me £100 so I would rather save my money.
 
Solution
The older powerline adapters (200Mbps) only get about 30-40Mbps. Only the newer 600Mbps models (like the Zyxel PLA5205kit) go over 100Mbps.
