I updated my windows 8 last night to 8.1 .. my PC became very slow .. it's takes for ever to boot up and to shut down .. every
 
I would start by running
cmd.exe as a admin (windows key + x then type A)
then run system file checker to check if there is a corruption in your OS files.
sfc.exe /scannow

lots of other things to check, maybe boot into safe mode and see if the boot and shutdown is still slow.

EDIT: I would also try and log on to a local machine account and not a internet account as a effort to see if the problem is isolated to the network subsystem.

By today (2-17-14) you've probably already solved your problem but thought I'd throw my two cents in
if it's worth anything....
1-what kind of machine do you have?
2-what's the cpu speed?
3-how much Ram do you have installed?
4-what size Hard Drive do you have?
As trite as it sounds, the four do make a difference.
Let me or us know what you come up with and good luck.

So you are inferring that Win8.1 is less efficient (slower) than 8.0? That's progress! Great upgrade Microsoft.

I don't even remember this one, but that's for giving me some info....the problem has cleared and yes at the time Win8 sucked as far as I was concerned...
I'm using it now because of my doing the following:
when my new system booted up with all those screwy mobile apps, I just deleted "ALL" those that I did not want or think I'd be using...that free'd up a lot of space...secondly, I installed Classic Shell to give me an XP look alike system and I'm flying now....but thanks for responding...
