More about play gta dual core cpu
  1. the cpu barely make the min system requirement. and the gpu is actually under the system requirement.
  2. Rule of thumb. New PC every 4-5 years. Exceptions are 2008 on. Q6600 quad/Q9500. Still damn good CPUs. But they are showing its age. Still.... Some people using them even in latest games.
  3. Too little memory (need at least 4GB, 8GB would be better) and the GPU is woefully inadequate. Upgrading both would help greatly.
  4. Sorry man, but this game is HORRIBLY optimized. Even people with supremely badass rigs (like with gtx 690) get fps drops. So barely meeting requirements isn't going to get you very far.
  5. Simple, lower your graphics settings, but everyone knows that.
There are many performance tweaks available to you thanks the GTA IV modding community.

But there's only so much you can do, upgrade your computer, it's not powerful enough for modern games and is extremely outdated.

That why I said your cpu barely make the min, but your gpu is a few step lower then the X1900. It not just how much video ram it have.
