Is it safe to delete the contents of my steamapps\ downloading folder?

I want to free up some space on my hard drive (only has 30 gb left :/), and I want to know if I can delete what's inside the downloading folder as it appears to be suspended games, but its totalling over 70 gb. I'm not too bothered about losing the download progress.

Solution
There will be no systemic repercussions from deleting downloaded items except you will no longer be able to use them. I would recommend dumping them from the recycle bin also. You can always download Steam games again.

by not being able to use them, does that just mean download progress will be lost?

Your saved games are stored elsewhere.

Yeah I believe that will just mean the download progress is lost. You can also delete local file of games your not using from the steam client. Either way you remove the files, you can re-download them later.
