Cheap PC Build for Streaming LoL

Hey guys, I'm building a computer with a limited budget of $600-$750. I'm going to be streaming League of Legends on OBS. Would like to be able to do so at a minimum of 30 fps. I have a very limited knowledge of pc building but I do know that LoL and streaming are both CPU based. If you could do this while including Windows 7 in the price range I'd be happiest but understand if this isn't possible. I don't need it to run much else than this since I won't be playing other games on this particular computer. Also, I'd like to know whether I would be able to upgrade it later. Thanks!
 
Solution
You definitely want to go with an NVidia GPU 650 Ti Boost or better. Since free tool from Nvidia called shadowplay will actually let you do the video encoding at 1080p 60fps in real time. You are looking at taking approximately 10% performance hit from it for your frame rates but that is not a huge problem.

This will probably work fine. Windows 7 included. If you can find an extra $50 somewhere, i would recommend upgrading the GPU to GTX760.
