Core i5 running Hot at 60-80c on start up!!!

This thread sort of ties to another about my fan speed but this is serious. I was having heat issues in my tower so I opened it up and cleaned dust out and took the stock heat sink off to apply new thermal paste (arctic allumina). I completely wiped off the existing paste, then applied a rice size portion. I took the cpu out the cradle just to check it as well. Then after starting I checked the bios and the cpu temp was at 98C!!!!!!!!!!!!! I immediately shut it off and checked the heatsink and paste. I applied more paste and secured the heatsink. Then it started at 60C and worked its way up fast. I shut off and gave it several minutes. I then put more paste( at this point something is wrong) and started up. The cpu was in the 50s and started to climb slowly to around 64C. My fan speed is at 1400-1500 rpm. What am I doing wrong? Before I cleaned and put new paste my cpu temp was consistently at 40-50C with stuff running. Im not using it until I can get the temps back down( typing from laptop).

Adding more paste is not the answer. Thermal paste works best when you use the absolute minimum amount possible. You should be removing the existing paste and installing a small amount of new paste every time you remove the HSF. The problem is likely due to the stock Intel HSF not being installed correctly. The push-pins can be tricky to get fully seated, especially with the motherboard mounted in the case. Make sure all four pins are fully seated and the arrows on the pins are turned the OPPOSITE direction as the arrows. There should be no play if you grab the HSF and pull/twist it.

I checked the heatsink and it is VERY tight. Not loose at all. I was thinking about getting the same paste that came with the processor. it seemed to work good all that time. When I used the new paste I put a small amount and the cpu was at 95-100C. That's why I put more.
This is really stumping me.
 
After u lifted the cooler off the first time did the paste look spread out thinly and evenly. By thin I mean thin. if its not thinned out it could mean your cooler is not going all the way down which Is why when you add more thermal paste it is cooler. (the paste filled the bigger gap)

read the article and look at pictures on page 5 is your paste spreading out like that?
