Cpu fan speed

Hello. I have a Dell Inspiron 6400 (at least 5 years old) with the original Win XP as the OS. This started a few months ago: Every other time, when the computer gets to the windows loading screen during booting, the fan speed shoots up and the computer slows down. Another thing that happens with it is the XP theme settings are automatically reverted to the default theme. The only option is to restart the laptop. Thanks for helping.

It happens with both my laptop and my gaming PC.

Fan gets normal after windows boots up. I believe it happens because booting uses up CPU resources and which makes it run hotter for a brief period. That causes the fan speed to shoot up in order to cool it down faster. Once things get loaded up and CPU is free, it gets cool again and fan gets back to normal.

As far as reverting of XP theme matters, I have no idea why that happens. But default theme is beautiful too in my opinion. :)

Solution
You will find an older machine likely has dust & crap all over the air flow path making it less efficient at cooling - a good cleaning can help this. The longer you use your computer, the OS gets bloated with extra programs(wanted or not) and makes windows load them on start-up. A fresh install of the OS would help with this.

Well, in my case the fan does not slow down nor does the processing speed get back to normal, no matter how long I leave the laptop alone. The only way to possibly bring it back to normal is by restarting. The automatic reversion of the theme settings, which I have adjusted towards low consumption of resources, is rather peculiar, especially if it is just a hardware/mechanical issue of the fan or the heat dissipation system.

You are right about everything but I think my case is different from the scenario you have addressed, for the reasons cited above.
