I cannot be asked to build a whole PC for you as these guys can,
However I can say that for a $1000 build, an R9 280x 3GB can get you BF4 on Maximum settings with no compromise.
I have a build which also cost about that price, and have chosen the same card.

It also happens that the processor listed in the second build (above this post) is also the one I have chosen.
Best of luck with your build, you should be able to max BF4 and have a great experience with either of those builds. The second one is rather similar to mine.

I will definitely prefer Intel. However, if you live in a cold country and don't mind having slightly higher temperatures, AMD is better. If you play games which require lesser cores, then Intel is better as it has better performance per core. If you live in a cold country then AMD will be fine, but in hot countries Intel has a clear advantage. I am personally inclined towards Intel as I live in a hot country and don't need the extra cores. The AMD build offers a good overall deal and there's no harm in buying an AMD processor if the temperatures in your country are low. Both the setups will easily play Battlefield 4 at Ultra no problems. If you need any further help then I'll be glad to help :)
