Hi,
This is my 1st linux build and just trying to figure out what parts are compatible or not.

Objectives
-Connect to current monitor using dvi/vga
-Have to use wifi (No way of getting close to the router to connect to)
-Prefer to use an APU (Not a deal breaker if can't)
-Small footprint (Like to use a Antec ISK300-150 case)
- As quiet as possible

Approximate Purchase Date : ~month

Budget Range: <€400

Parts Not Required: spearkers, keyboard, mouse, spearkers

Preferred Website for Parts: any (Mainly UK and Ireland based if possible)

Country: Ireland

Parts Preferences: mini-itx, wifi

Overclocking: No

Have you looked into compatibility of APUs with Linux? I knew there were some issues with AMD recently so I am not sure if that was addressed or if Intel is the safer bet.

I would go with something like this:

My suggestion starts with case. Pick first case and then we look best parts for that.
CM 130 is nice case. And Fractal Node ,Silverstone and Lian Li do have nice ones too.
Chieftec Flyer is nice mITX case with 200w psu.

Silverstone Grandia is nice if you look for mATX size.

And one other thing. Do you need wifi?
If you need wifi then it is best buy gigabyte mobo.

Yeah definitely need wifi no easy or neat way of plugging a ethernet cable into it in my house router is just to far away.

If you can spend a little more, maybe swap the HDD for a 120GB SSD, depending on how much storage you need.
