What temperature is right?

Hello, I have built a budget gaming rig. When I go into my BIOS, it says that my CPU temperature is 30°C (which is fine, right?). Then when I start Windows (8.1 Entreprise 64-bit), I have a program called Speccy to monitor my CPU temperature. It says 60°C or around that temperature. How is this possible? I have the stock cooler for my CPU and 4 case fans to cool things down a bit. If you need my specs, I'll be happy to give them. Thanks in advance
 
in bios the cpu is idle, it's probably working at a lower frequency. when windows starts and while it loads it makes the cpu work and generate more heat. 30 to 60 is a lot but not unheard from if the cooler isn't working as well as it should.

it's possible also that the app you monitor with is wrong. get hwmonitor or coretemp or smth.

Coretemp doesn't work for me but I have HWMonitor installed and it says around 50°. Is that an ok temperature when I'm just browsing the internet and checking mail?

To start, what CPU you have makes a big difference. For new generation Intel CPUs, 30-40° should be target for web browsing or other light usage. 65°ish should be target under load. 50 is a little high for browsing web pages, though maybe not unheard of if you are using the on-die GPU and running a stock cooler.

When running prime 95 my CPU goes to 88°C. My CPU is amd apu a10-5800K. I still have the stock cooler installed because I don't have any money to buy an aftermarket cooler atm.
