Need help with Startup Problem

Hi,i just built my own cheap PC with the following specs:
Intel Celeron G1620 2.7ghz
4Gb dd3 1333mhz ram
H61M-GV3
Intergrated GPU
500Gb sata2 HDD
Case with 700W psu.
When I startup my PC it freezes and restarts all the time i dont know whats the problem,did I buy something wrong that its not compatible or? Please help me.

Do you have a case speaker? Have you heard any series of beeps when you turn the computer on?

Did you install the CPU heatsink properly? Did you install the motherboard properly using the correct number of "standoffs" and NO extra ones? I mean when you screwed the motherboard down was there a screw for every screw hole and no extra standoffs? Did the RAM click properly when you pushed it into place?

It's hard to know honestly but those are a few items you can check...

Does it matter if i dont have a case speaker pluged in? For the standoffs,yes i did check there arent any extra ones just four that i need to put the motherboard in,for the ram yes it did click properlu.Anonymous1 I cant even make it that far,my computer freezes and restarts.

Does it matter if i dont have a case speaker?For the mothterboard yes i checked,there are only four standoffs where i need to put my motherboard in.And for the ram,yes it did click properly.
