Can the Voltages be stoping me from booting?

I recently received Corsair Vengeance Pro 2x4GB 1600MHz Ram. I'm unable to get it to boot an it crashes in Memtest. I contacted the shop an requested I send it back to them for warranty an that is what I shall do. I have the RAM clocked to 1333MHz as that is what my CPU supports but the motherboard supports 1600MHz an more.

It's late and I thought I'd give it one more try an play with a few settings. What poped to my mind was the Voltages.

Here's the default set Voltages;
DDR volt: 1.5v
QPI volt: 1.1v
Timing: 9 - 9 - 9 - 24

What do you guys think, do you think voltages may be what's holding me back from booting to windows or running Memtest86.
