Reading speed of new files is slow on Hitachi HDD 1G

I recently have a problem with my Hitachi HDD (HDS721010CLA332).

When I read some movie files or copy them to another HDD, it's too slow and cause SMART alert reallocated sector count. BUT it ONLY happen with some recent files which i downloaded about 2 months ago. Any file older than that is ok. And the writing speed is still good, about 90mb/s. Everything is fine, boost speed is still good, even the files i recently copy from other HDD to this HDD is good. Only the downloaded files from the last 2 months is slow and cause smart alert, i have been using IDM recently

Is it caused by failing HDD (bad sectors), or fragment, is fragment caused reallocated sector ?
Can i keep using it without downloading any new files ? (It has 300+ gb empty space)

I've always been kinda' iffy with Hitachi HDDs. Honestly, I want to immediately say its a failing HDD. If you can, find another HDD laying around (if possible) and see if you have the same write speeds. This will only help if you have a copy of Windows available for install. Once you install an OS on that HDD, test the read/write speeds. Also, look around in your computer's BIOS. Sometimes a computer's BIOS has HDD options that can impact performance. I'm a computer technician for a healthcare company, and I've had to tinker around with BIOS settings because of HDD boot issues.
