I installed a New Graphic card, the screen remains blank :(

I bought a new ATI radeon R7 250 today, with a 450w PSU. i installed all the drivers! and then when i restart the computer, my screen stays in sleep mode, and when i opened the cpu cabin, the Fan is not spinning!! :( 
what do i do??

Make sure the powercables are connected on both PSU (if you have a modular one) and the card, sometimes if you dont push them in completely the card wont boot. Is the rest of you pc (cpu fan etc spinning?) Also "For a system using a single AMD Reference Design Radeon R9 270X graphics card AMD specifies a minimum of a 500 Watt or greater system power supply"

Yeah the cpu and the processor fans are all spinning. when i inserted the old Graphics card(Nvidia 8400) that seems to be spinning, then when i changed the GPU and turned on the system, its the same case!! :(

For a system using a single AMD Reference Design Radeon R9 270X graphics card AMD specifies a minimum of a 500 Watt or greater system power supply. The power supply should also have a maximum combined +12 Volt continuous current rating of 30 Amps or greater and have at least two 6-pin PCI Express supplementary power connectors.

=> your psu might be too weak

No, it says the minimum required power is 400w. thats i bought a 450w one! still isnt working!
