I have the option to buy the same exact graphics card. The difference is one is 2 gb and the other is 3gb. Is it worth it to buy the 3 gb for $30 more?

For that specific card, no is the most common answer you will get UNLESS you plan to buy a second one instead of doing an upgrade to a more powerful singular card

Typically any card that has a model with more vram, this will be the more preferred variant for dual or triple or even god forbid quad cards, as sli and crossfire do not necessarily stack vram, and thus more vram is needed on each card as total processing power increases.

the gtx 760 or the amd radeon 270x are usually around this price range, with the 760 being slightly faster across the board, and coming with free games while the 270x is hard pressed to find a model that comes with battlefield 4.

If you can't find a 760 in your price range, then the 270x is the next best thing. But do remember that the 760 does come with (it's either 2 or 3, but one of those options) assassin's creed 4, batman arkham origins, and splinter cell black list (plus $50 off nvidia sheild, but no one really buys that at the moment...hence the extra marketing for it)
