I build my computer for the first time

My components:

Motherboard:
ASRock Z87 Extreme4 Motherboard

Now the problem i notice is the graphics card led flash.But fan wont spin.

The psu fan spin for the first time,then it stop.

Cpu fan only spin when i press the power button and then stop.

It is now working after i unplug all the power cable then plug them back
