Approximate Purchase Date: Hopefully by march this year.

Budget Range: As Best you can for as little as possible nothing over $750 though id say.

System Usage from Most to Least Important: Gaming, Recording, Video Editing, Watching, Surfing

Preferred Website(s) for Parts: Any reliable website Really could you include Prices for shipping to Ballarat, Victoria Australia.

Location: Ballarat, Victoria, Australia

Parts Preferences: Either , Amd or intel , But i'd Prefer intel.

Overclocking: If it's needed

Water cooling: Id like to have it but if it isnt nessecary dont add it on.

Additional Comments: The cheaper the better, but needs to be able to run most games on the highest settings while possibly recording them without any lag, very minor lag on top of the line games is acceptable, do your best and please help good luck :)  also if you could show the prices of each product and what websites you would buy them for that price that would be greatly appreciated. :)  also could you make it look as nice as possible without skyrocketting the price, the price is the main thing here just if someone can be a miracle worker and do all those other things it would be greatly appreciated.
If you need more information feel free to ask ill try reply as fast as possible.

I think you're asking a little too much being in Australia. Would you need an OS? Might be able to get you a build if no OS, otherwise it'll be too expensive.

Also, at this price, definitely not Intel lol

im gonna sound terrible here but what is OS? And amd it is then. if i pushed the price up to $825 would that help but that really would be my limit.

No worries mate, that's why we're here lol

OS = operating system (Windows, Linux, etc.)

And I can try, but you won't get exceptional video editing with that budget. It'll be decent, but not like an 8-core or hyper-threading lol

Right at $800, get's you a quad-core AMD at 3.8 GHz, and a pretty good graphics card. You won't be maxing everything out, but with a decent overclock should be at High/Ultra on everything, but may have to tone down some AA and AF if recording.
