64 bit OS keeps installing software as 32 bit!

If you install 32-bit software onto a 64-bit OS, it is still 32-bit software. What specifically are you concerned about (and what applications)?

Not all software you download/install is 64 bit. There's usually both a 32 bit and 64 bit.

A lot of software (but not all) is 32-bit only. The title doesn't say everything. It doesn't tell us which software you are trying to install.

All those applications like the uplay launcher, and chrome etc are all 32bit applications. Very few applications are 64bit, and if they are they ususally have 2 exes, one for 32bit and one for 64bit. Just because your OS is a 64bit, does not mean every piece of software you install is 64bit as well.
