I have the cx600. If I turn it on at the wall, (and on the back) should the fan spin?

not unless your computer is on, to test your psu grab a paperclip and stick it into the green wire on the 24 pin mobo connector and stick it into any black wire. it should turn on and the fan should spin.
still had bad powersupplys turn on and the fan spin but under load they would die but that is the first step
