Will my LOW PSU Wattage cause my GPU to throttle and cause FPS drops?

I've made multiple threads here trying to figure out why i am getting FPS drops.
I noticed when the drops happen the power % on my video card drops to 50 then it the fps drops stop when it goes to 100%

I have a AMD FX-9370 220w,
A Gigabyte 970A-D3P
8gb DDR3
GTX 760 4gb

All on a RAIDMAX 630w
I know im low on wattage, could that be why?

I have a 575w PSU, i bridge the motherboard cable so i could use the dual 8pin adapters on the video card, so its ghetto with 2 psu and the case is off, but i still get FPS drops in all games that need lots of GPU to use it.

    I dont know rosewill that well being in the uk, but i can recommend Seasonic, antec, xfx& some corsairs(higher end versions) Rolli is right, not a great psu at all, 100% change especially with the amd 8core.

    For the throttling it 'might' be the mobo not being able to handle the watts or the heat(i think the mobo is about £50?) Not too many mobo's can handle that of a 8320/50(125w) let alone the 220tdp of the 9 series.

    Your motherboard can not handle that CPU period only high end 990FX boards can
