Good Comp, bad tf2 fps. Seems to be Degrading...

Well. Tf2 Not running well. It was fine with my old gtx 560. Fixes that DONT F***ING WORK: Clean comp (HW), defrag C: drive, Lower settings, going back to gtx 560, overclocking cpu, overclocking gpu.
I think something might be up... Even with nothing running windows 7 is eating up 3 gigs of ram. Specs: i7 2600 nonk, 16 gig ram, gtx 770 acx, good cpu cooler, asus Mobo, good antec psu. HALP ME!
UPDATE: I ONLY SEEM TO BE USING 10 CPU POWER WHILE PLAYING... That bad?

When you have 16GB of ram then Windows will eat up a fair amount of it, though 3GB does seem a little high.

Have you run Malwarebytes? Use the registry cleaner in CCleaner? Completely uninstall and reinstall the game? Latest drivers?

Do other games and programs exhibit similar issues or is it limited to TF2?

I did reg clean in CCleaner, just took a second which seems kinda wierd. Ill try Malwarebytes, but can i just use norton?

Oh and BF3 runs Ultra at 75-120 fps... Not to shabby
