Computer will not POST or BOOT, fans do NOT spin

Computer will not POST. fans do not spin, no beeps. Motherboard lights will turn on (not the PSU light though) I turn on the power. The CPU clicks, the fan moves for like half a second. My ram is good and CPU. I checked the PSU using the paperclip and it's fine. One thing i did notice is when i unplug the 4 pin CPU power connector and turn on the computer, the fans will spin, the MOBO and PSU lights will go on and everything, but, obviously it cant post without power to the CPU. help please! :)

I have lots of ideas on what could be causing the problem. They're all listed in the troubleshooting checklist I linked to above. We get a lot of posts like this everyday, that's why the checklist was created. After you've performed EVERY step in the checklist we'll go from there.

New build.
Motherboard- Intel D945PLNM
CPU- Intel Pentium/1M/800/04A
GPU-Geforce 82208M. PCI (older)
RAM- Hynix DDR2 ram. 1gig stick. I can put more but, im testing with this one.
HDD- Seagate Barracuda 7200 360gb
PSU- Dell N255PD. (random one someone gave me. I have other's but, they're 20pin only).
 
Those are some old components. Are they known working components? What BIOS beep code are you getting? Did anything change when you performed step #6 on the checklist? What is the model number for the CPU? Here is the CPU support list for your motherboard:

Note the warning on the CPU support page:

"Warning: Processors not specifically listed by type and rated speed may have requirements that are not supported by the desktop board's design. Use of unsupported processors may result in improper operation, damage to the desktop board or processor, or reduced product life."

If your CPU isn't on the list of supported CPUs then you are likely out of luck.
 


The Pentium 4 521 that you just bought is on the list of supported CPUs, so it should work as long as there isn't another issue preventing the computer from working. Your current CPU may also be supported, but I have no way of knowing without the model number for the CPU...

The model number is listed on the top of the CPU like in this picture of the CPU you just bought.

i have serveral 775 CPU'S. I'll name them. Intel pentium 4 3.00. SL7PU 5510A956, Intel pentium 3.20. SL7J7 3443A358, and intel pentium 4 2.80 SL7PR L447A542, intel pentium 4 3.00 SL7PU 5452B889.
 
I'm not sure why I'm checking these instead of you, but here we go:

The SL7PU is a Pentium 4 530J which is listed as supported with your motherboard

The SL7PR is a Pentium 4 520J which is listed as supported with your motherboard

The SL7J7 is a Pentium 4 540 which is listed as supported with your motherboard

All I did was plug the SL7** code you provided into Google to find the actual model number. Since all those processors are listed as supported then the best one to use would be the Pentium 4 540 since it's the fastest one. If none of those processors work then it looks like you have something else preventing the system from working. I didn't see an answer to my question about the results of trying different sticks of RAM or if you're getting a BIOS beep code.

thank you! :) i will try to change the ram sticks again. There's no beeps. What's so ever. :/ when I FIRST got the mother board (forgot to mention) it did post, but the fans ran super fast. It has not worked ever since. And it POST'ed 3 times. in 2min. Then it made beep codes that sounded like an ambulance, bee doh..bee doh...bee doh. After that, it's been doing what it's doing now :(
