Tried to install a new graphics card, now PC won't boot.

I had built a PC over a week ago without a graphics card, and I had experienced no trouble at all.

In order to fit the graphics card I had to remove a metal back plate from my case the was attached, when moving it I scratched my motherboard a little bit. I did not test my PC and proceeded to install the card, a Gigabyte GTX 760 windforce, into place on the second PCI-E slot.
After installing the card and making sure the power cables were plugged in to the card I powered up the PC. The LED's on my ram lit up, all 3 of the fans on the graphics card fired up, I could hear my CD drive and HDD work, and the front fan connected by molex worked. However, both of my CPU fans connected by a 3 pin connection did not power on, the led on the motherboard did not light up, and I got no display from my monitor.

The pc will fire up when I push the power button but it will not turn off.


After testing all of the video outputs finding that none worked I removed the graphics card and attempted to start my PC again. It experience the same problem as when I installed the graphics card.
Then, I reset the CMOS battery using the jumpers on my motherboard. That did not work.
I removed my ram and put it back in. That did not work.
I tried both ram sticks in every combination along with leaving one out. Nope.
I looked over every cable in the case to make sure it was plugged it. All looked right.

So now I come to you humbly asking for help.

Note: the graphics card was slightly to large to fit in my case normally, so using metal shears I cut a rectangular shaped hole in the 3.5in bay so it would fit. My first case mod I guess. I am pretty sure I didn't damage anything.

x2 fans + a corsair H60 with it's fan.

Try starting the board with only CPU and CPU fan installed. It would be good to install the stock CPU fan. Make sure that both 24 and 8 pin power cables are connected. See if the CPU fan is spinning and if any beeps.
Start the board by shorting the 2 pins corresponding to the power button.

If both 24 and 8 pin power cables are in place and the CPU fan is not spinning when starting the board, then it might be a power supply issue.
Are the case fans spinning?

I am not sure which fans are the case fans. The only other fan is one connected by molex in the front, there is a h60 corsair pump connected by 4 pin to what is labeled cpu_1, a fan connected to cpu_2, and a fan connected to pwr_1.

None appear the function except the molex.

Also what causes a new PSU to fail like that.
