So I've upgraded all my parts except for a video card. I also have the 212 hyper evo cooler. The question is...
I already think this processor won't give me more performance than it does with stock speeds due to average or low-end graphics card which also has option to be overclocked but if not, how far is it worth overclocking my CPU? And how do you do the OC precisely? You up the voltage in bios together with the processor speed multiplier together or you up the voltage -> restart and then the multiplier? Never done over-clocking before.

Thanks in advance.

There are plenty of how-to's both on here and on the Internet, in general. Overclock.net is one of your best bets. Search and Control+F are your best friends! :D That being said, we have damn near identical hardware (probably the closest I've seen anyone get to having the same setup):

You: FX-8320, GA-970A-UD3P, HD 6750

Me: FX-8320, GA-990XA-UD3, HD 6770

No offense to SR-71 Blackbird (reminder: I need to visit D.C. sometime...), but it depends entirely on what you want to do with your desktop. If you want to multitask and engage in activities that take advantage of Hyper-Threading and multiple cores then yeah, you're definitely going to want to overclock. Or you could be like me. I play some games that are CPU intensive and will overclock the FX-8320 to a reasonable level. The worst that can happen? I get better performance outside of playing games. I'm buying my first aftermarket cooler, anyway, so I might as well overclock to some degree and put both to good use, lol.

To be honest, I'm not 100% sure what will be the bottleneck in various gaming situations, but I've already been overclocking my GPU on stock voltage for the past year, at least. Every little bit helps. It should be fairly similar with the HD 6750.
